Kotor is easily one of the most beautiful towns I have ever seen, located in the stunning Bay of Kotor with turquoise water, a medieval town centre and rugged cliffs framing everything. It’s the undeniable gem of Montenegro. Read on for my favourite accommodation options at any budget:

Where to stay in Kotor:

Kotor sits at the far end of a stunning bay, surrounded my mountains on all sides. The centre is Old Town, right at the centre of the bay.

If you are visiting without a car, which is more than possible by the way, you’ll want to stay within walking distance to this Old Town. That being said, we stayed at Hotel Splendido which is a 40-minute walk, and had the best time.

Hotels are dotted all along the bay, and for those stunning views you do want to pick one a little outside Old Town. It’s a careful balance between views and walking distance, and mostly depends on your priorities.

If you are coming by car, just be warned that some of the streets going around the bay are quite tight and locals drive like madmen. Also parking near Old Town is difficult, so you may want to Taxi or walk anyway.

To get a good deal on Taxis in Kotor, there’s two WhatsApp numbers: Red Taxi (+382 67 019 719) and GarGo Taxi (+382 68 017 844).

These taxis will give you a much better price than those you get directly off the street and ideally should be using a meter!

Affordable Hostels in Kotor:

Hostel Pupa – amazing location if you’re without a car, lovely hostel
KotorHostelito – good location, very affordable
Montenegro Hostel 4U – near Old Town, but marketed as a party hostel (as the owner has made very clear in some review replies) so set your expectations

Best Hotels in Kotor for Every Budget:

$ The Queen of Boka – incredible hotel, great location

$ Hotel Marija – right in Old Town centre, bring earbuds as that means it can get noisy

$ Themis Apartment – 20min walk to Old Town, good value, near beach

$$ Hotel Splendido – stunning hotel with a pool, a little outside Old Town but taxis are only around 7€ and there’s a semi-hourly bus for 1.50€ (we stayed here)

$$ Residence Portofino – gorgeous apartments, pool, a little bit of a walk to the centre

$$ HealthyStudio512 Apartments – located in a quiet corner of Kotor Old Town, beautiful!

How to Choose the Perfect Place to Stay in Kotor

I think your perfect place in Kotor really depends on your circumstances and preferences.

If you don’t want to constantly be taking taxis (though fairly affordable), you’ll want to stay within walking distance from town. We were about 40-minutes out, which was fine to walk one-way but a bit tedious in the evening.

There are also more public beaches on Dobrota side of the bay, but our hotel for example had access to the water from their dock area. If you’d prefer a beach, definitely look near Dobrota.

Most big tour boats depart just outside Old Town, and a boat tour is really the best way to see some of Kotor’s highlight like the Blue Cave and Our Lady of the Rocks. We had a private tour as there were quite a few of us and it actually picked us up at hour hotel.

Things I’d keep in mind when choosing your perfect place:

How will you get there? Car, bus, taxi?
How often do you want to go into Old Town and how accessible is it from your chosen hotel?
Are there restaurants nearby?
Do you want a beach nearby? (Dobrota side)
Do you want the convenience of having a pool?

Do I need a car to explore Kotor?

No, you don’t need a car to explore Kotor. In fact, it doesn’t make it much easier except maybe getting to your hotel.

Parking by Old Town is super limited and expensive, so even with a car you’ll likely have to get a taxi or walk from your accommodation.

The Old Town itself is pedestrian-only, with cars getting no further than the Old City Walls.

As discussed, to see Kotor’s seaside highlights, a boat tour is the best way to get around, there are countless options available. Big tours start at the dock right outside Old Town, whereas private ones will pick you up at your hotel, where possible.

There is a really cool mountainside viewpoint with a mountain-coaster that you can reach via the Kotor-Lovćen Cable Car. It is a little outside of town, so car would be useful BUT there is also a shuttle bus or it’s just a short taxi ride away.
